Overview

Small businesses (those with fewer than 20 employees) are a significant contributor to the economy of Western Australia, with WA’s 247,224 small businesses1 contributing more than $50 billion of economic activity to the state each year2. WA Government support for this sector is delivered via the Small Business Development Corporation (SBDC) which offers a range of services including business advice and practical skills development, to help small businesses across our state to start well, survive and thrive.

About the Small Business Growth Grants program

Recognising the contribution of small businesses to the economy and community of our state, and as part of the Made in WA plan, the WA Government has committed $1 million to Small Business Growth Grants in 2025. 

The Small Business Growth Grants, delivered by the SBDC, will provide matched funding towards business growth investments for eligible businesses. Vouchers of up to $10,000 can be applied to a range of specialist services including:

What service providers need to know when preparing a quote for a business applying for a Small Business Growth Grant.

The Western Australian Government is providing co-funded grants of up to $10,000 to help small business owners invest in services that will grow their business, build capability and strengthen long term success. This program is called the Small Business Growth Grants.

If your business provides services in one of the following areas, you may be asked to provide a quote to support the application of a small business owner wanting to access your services using grant funding:

Frequently asked questions

What are the Small Business Growth Grants?

The Small Business Growth Grants are a Western Australian State Government program providing up to $10,000 in matched funding to help eligible small business owners invest in expert advice and services that will help to grow their business, build capability and strengthen long term success.

Eligible small business owners can apply for the grant from 10:00am, Monday 4 August to 5:00pm, Friday 3 October 2025.

Why do I need to provide a quote?

Small business owners applying for the Small Business Growth Grants must provide a formal quote from the service provider they plan to engage to deliver the service.

What information does my quote need to contain?

If you are asked to provide a quote to support a Small Business Growth Grant application, your quote will need to contain the following information:

Your business information

  • Quote number and date.
  • Your Australian Business Number (ABN) and contact details.
  • Your payment terms and conditions.
  • The estimated commencement date for the service.
  • The estimated completion date of the service.
  • Details of any subcontractors (if applicable).
  • The validity period of the quote.

Quote recipient information

  • Business entity name.
  • Business address.

Scope of work

  • A clear description of each service being offered. This should include as much detail as possible and be separated out into clear, distinct services.
  • A cost breakdown for each service. This should be as specific and detailed as possible and ineligible services should be clearly separated from eligible services.
  • Agreed milestones and timeline for delivery.
  • Information on any subcontractors involved, including the percentage of work they will undertake. (If applicable).

Costs

  • Subtotal cost of services (exclusive of GST).
  • GST total.
  • Total cost of services (inclusive of GST).

Payment terms

The payment schedule for the services to be carried out, if the application is successful.

There should be no references to the Western Australian Government or the portion of the services to be paid by the grant detailed within the quote.

Conflict of Interest Statement

To confirm your business is an independent third party (ie. has no financial or other ties to the grant applicant’s business entity), you must include and sign the following statement in your quotation: 

“This is to confirm that [Service Provider Business Entity Name] is an independent third party, and that [Service Provider Business Entity Name] has no direct connection or relationship with [Applicant Entity Name].”

Applications will be judged in part on the quality of the quotation provided. 

Quotes that include evidence of key skills, knowledge and experience of the service providers will be viewed favourably.

How will I know if a quote I have provided has been successful in securing a grant?

It’s the responsibility of the grant applicant to advise you on the status of their application and whether your quote has been successful.

Can a business request a quote from me but then choose not to use my services if their application is successful?

If an applicant has successfully applied for the grant using a quote you have provided, then they must engage your business to provide the services as per the scope of the quote provided. The only exception to this is if they choose to withdraw their application.

Please note: The Small Business Growth Grants do not allow changes to the scope of services once the application is submitted. Quotes must be detailed, accurate and reflective of the services to be completed. If the quote and services completed do not align, the applicant may not complete the grant process and risk a loss of funding.

If the applicant is successful, how will I be paid for the services?

The Small Business Growth Grants is a matched funding program.

The State Government, via the SBDC, will pay for 50 per cent of the cost of the services you provide, up to $10,000, once the grant applicant has submitted the service completion form, provided satisfactory evidence that they have paid their co-contribution, provided satisfactory evidence the service has been completed, and you, the service provider has completed the SBDC Supplier Creation Form.

The grant applicant will be responsible for payment of the remaining balance for the services provided, including any upfront costs.

The SBDC will make a direct payment to you, as the service provider, following confirmation from the approved applicant that the services has been delivered, and the approved applicant has met their co-contribution requirements.

To receive the payment from the SBDC, you will be required to register as a supplier with our agency. A link to register will be provided to you by the grant applicant if their application is approved.

I will need to use subcontractors to help me deliver the service, how will they be paid?

Small Business Growth Grant funding is provided as a single payment to the service provider that issues the quote to a successful applicant. If you engage the services of subcontractors to help with the delivery of service, you will need to coordinate payment between your business and the subcontractor.

If an applicant is successful, when does the service need to be completed by?

If the application is successful, the approved service must commence within a month from the grant approval and be completed within six months from the grant approval.

Do I need to provide proof that I have completed the service?

The grant applicant will need to submit a Service Completion Form and provide evidence that the quoted service has been completed. Guidance documents on how to provide this evidence will be provided to successful grant applicants.

Is there a limit to how many quotes I can provide to grant applicants?

A service provider is limited to providing five supporting quotes to Small Business Growth Grant applicants.

I have a question about being a supplier for a grant applicant, who can I contact?

You can email grants@smallbusiness.wa.gov.au if you require clarification about your obligations as a service provider under the Small Business Growth Grants program. 

Please note: the SBDC cannot provide guidance regarding commercial arrangements, such as payment schedules and interactions between your business and the grant applicant.

What happens if I get into a dispute with the applicant?

The SBDC is not responsible for resolving any disputes between grant applicants and service providers. Applicants and service providers must conduct their own due diligence regarding their contract to carry out eligible services.

If direct negotiation fails, contact WA Consumer Protection who can offer advice, conciliation services, and investigate complaints about unfair business practices.

The SBDC offers support and dispute resolution services for businesses, including mediation, and can help facilitate a resolution through their case management and mediation services.

The SBDC gives no warranty that applicants will be able to resolve disputes. If a dispute cannot be resolved in these forums the parties to the dispute will need to take independent legal advice.

What are the Small Business Growth Grants?

What can’t I use the grant funding for?

The grant funding can’t be used for the following:

  • Operational, business as usual or recurring costs, including any expenses related to buildings, land, utilities, workforce, wages, education, training courses and workshops (excluding workshops related to implementation of a funded service under this program).
  • The purchase or replacement of assets, stock, property, plant, software, hardware and equipment.
  • Memberships, accreditation, certification, subscriptions, registration or joining fees.
  • Legal, regulatory compliance, real estate and rental fees.
  • Fees for management, recruitment, insurance, franchise, bookkeeping or accounting.
  • Legal, taxation or investment advice.
  • Maintenance of existing digital technologies, ongoing software or IT management and hosting fees and charges.
  • Advertising fees, materials, photography, video and signage.
  • Contract design, development, negotiation and disputes.
  • Performing grant or tender writing.
  • Website development that is not part of a re-branding or re-positioning strategy.
  • Business travel, transport and accommodation costs in relation to the delivery of these services.
  • Services from related parties or already provided through another program or that commenced before funding is approved.

What is the maximum amount of funding I can apply for?

The maximum amount provided under the program is $10,000.

Can I apply more than once?

Yes, however the maximum funding available for each eligible business is $10,000.

Who can I obtain the specialised service or advice from?

You must perform your own due diligence to ensure the provider is suitable for your needs.

Preference will be given to applicants requesting services provided by Western Australian based providers. If no suitable WA service provider can supply your service, you must provide evidence to support the use of a non-WA service provider.

This includes:

  • A written justification.
  • Evidence of efforts to find or seek quotes from a local supplier.

When do applications open?

Applications open at 10am, Monday 4 August 2025. We recommend using our application checklist for guidance on the documentation you will need to provide to support your application.

When do applications close?

Applications close at 5pm, Friday 3 October 2025.

Can I change the scope of the service after applying?

Once a grant application is submitted, the scope of the service cannot be changed.

If you need to change the approved service or scope, you must withdraw your application and re-apply for the grant with a new quote, during the grant application period.

Can I change service provider/supplier?

Once a grant application is submitted, you cannot change service providers.

If you would like to change provider, you must withdraw your original application and reapply for the grant with a new quote, during the grant application period.

When does the work need to be completed by?

If your application is successful, the approved service must commence within a month from approval and be completed within six months from approval.

What happens if I withdraw my application?

Once an application is withdrawn it can’t be reinstated.

Applicants will need to submit a new application, which will be processed in order of receipt.

To avoid delays or missed opportunities, we strongly encourage applicants to ensure their submission is complete and accurate the first time, including all relevant supporting information.

Who do I contact with any queries regarding the application process?

Eligibility

Who is eligible to apply for a Small Business Growth Grant?

To apply for a matched grant through this program your business must meet all criteria contained within the Small Business Growth Grants program guidelines.

Which areas are considered as Perth metropolitan and/or regional WA?

Business location classifications are based on the SBDC’s service network. Please refer to the SBDC Regional service map to see which areas are considered metropolitan or regional for the purposes of this program.

My business has multiple locations; can I choose which location is used for my application?

If your business has multiple locations, your application will need to be specific to one location.

For example: Your business has five locations across WA, including a regional location. You cannot use the location of your regional business premises for a service that would be related to the growth/benefit of all five business locations. The service would need to be specific to the regional location only, and all financial documentation would need to be specific to the regional location.

In the example above, if you wanted to complete a service to benefit multiple business locations, your primary business location must be used as the business location in your application.

Are sole traders eligible for this grant?

The grant is open to all small businesses that meet the eligibility criteria, including sole traders.

Can a business apply if it has been in continuous operation since 1 January 2024, but the business structure has changed?

Yes, the business can apply. However, you will be required to provide supporting evidence to demonstrate continuous operation from 1 January 2024.

Financial

How does the matched funding aspect of the grant work?

Eligible small business owners can apply for a Small Business Growth Grant, which provides 50 per cent matched funding (up to the value of $10,000) towards the cost of investing in expert advice and services to help grow your business.

Example: You may choose to develop a marketing strategy for your business and receive a quote of $10,000 for this service. If your grant application is successful, you would pay $5,000 directly to your service provider. The remaining $5,000 will be paid directly by the SBDC to your service provider once you have submitted the Service Completion Form and provided satisfactory evidence of the service being completed.

When will the grant payment be made?

The Small Business Growth Grants is a matched funding program.

The State Government, via the SBDC, will pay for 50 per cent of the cost of the services provided, up to $10,000, once you have submitted the Service Completion Form and provided evidence that the service has been completed.

As the applicant, you will be responsible for payment of the remaining balance for the services provided, including any upfront costs and GST.

The SBDC will make a direct payment to your service provider, following confirmation that the services, advice, or expertise has been fulfilled, and that you, as the applicant, have met your co-contribution requirements.

Failure to submit the required service completion documentation by the due date could result in loss of funding. You should contact grants@smallbusiness.wa.gov.au early if you anticipate issues with acquittal.

Why do I need to provide a PDF copy of my bank statement?

To assist in validating the eligibility of the application, including providing evidence that the business is currently trading, and to protect the program from fraud, it is important that we receive an unredacted PDF copy of the most recent business bank statement.

What evidence will I need to demonstrate the annual turnover of my business?

To prove your business turnover, you will need to supply one of the following:

  • Profit and loss statement for the previous 12 month period; or 
  • Four most recent Business Activity Statements (BAS) statements and the most recent Notice of Assessment.

Is this grant assessable income for tax purposes?

Grants are considered assessable income for taxation purposes. You should seek independent professional advice on your taxation obligations or assistance from the Australian Taxation Office. The SBDC does not provide taxation advice.

What happens if I receive a grant but my business is later found to be ineligible?

If it is found that:

  • The grant applicant did not at the time of making the application, or at the time of payment of the grant funding, satisfy the eligibility criteria under the program; or
  • There is insufficient evidence to verify that the applicant satisfied the eligibility criteria for funding under the program at the time of making the application or at the time of payment; or
  • The applicant made or provided any false, incomplete, misleading or deceptive representation, statement or information; or
  • The applicant otherwise received the funding in error.

The applicant will receive a request in writing from the State Government to repay any funding or part thereof paid to the applicant within 10 working days. The applicant must pay to the State Government the amount of the funding or part thereof together with all costs incurred by the State arising from, or in connection with, recovery of that amount. The obligation for an applicant to repay funding to the State represents a debt due and payable by the applicant to the State.

What documentation will I need to provide to support my application?

To apply for the Small Business Growth Grants, you will need to provide:

  • Financial documents to prove your business turnover.
  • An overview of the advice or service you plan to use, if your application is successful.
  • A summary of your business.
  • A valid quote from a service provider.

What information does the quote need to contain?

The supporting quote for your grant application should include:

  • A quote number and date.
  • The service provider's ABN (Australian Business Number).
  • The service provider's contact person and their details.
  • Your business entity name.
  • Your business address.
  • Terms and conditions of payment between your business and the service provider.
  • A description of the service that includes a detailed description and cost of each part of the services being proposed and details of any subcontractors and the percentage of the service they'll be doing.
  • To confirm your service provider is an independent third party (i.e. has no financial or other ties to your business entity), your service provider must include and sign the following statement in their quotation: “This is to confirm that [Service Provider Business Entity Name] is an independent third party, and that [Service Provider Business Entity Name] has no direct connection or relationship with [Applicant Entity Name].
  • The estimated start and completion dates.
  • A full cost breakdown including a separate subtotal (excluding GST), GST amount and total cost (including GST).

The description of the quote should include itemised deliverables, with associated costing, methodology, milestones to voucher redemption, time allocation of specified personnel, travel allowances (if applicable) and a payments schedule.

Quotes that include evidence of key skills, knowledge and experience of the service providers will also be viewed favourably.

Ineligible items included in the quote (CapEx, license fees, printing costs, advertising costs and so on) will be deducted from the quote when the value of the voucher is considered.

TIP: When requesting a quote from a service provider, we recommend including a link to the Information for service providers page on our website, which explains the program requirements and how the provider will be paid.

How do I upload my bank statement and other evidence?

Make sure you have saved PDF copies of all supporting documents required for your application. The only accepted format for uploading is PDF.

At the appropriate stage in the application process, via the SmartyGrants website, you will be prompted to upload the required documents from your device. It is recommended you do this from a desktop device and not a mobile phone.

Who do I contact with any queries regarding the application process?

If you have any queries about the application process for the Small Business Growth Grants program, please email grants@smallbusiness.wa.gov.au. Our team will aim to respond to you within three business days.

Please do not enquire about the progress of your application, as we are unable to respond to these enquiries due to the volume of applications expected.

Application status

How long will it take for my application to be assessed?

The assessment timeframe will be approximately five weeks from the date your application is submitted.

You will be contacted by a member of our team if any information is outstanding, or to be notified whether your application has been approved or declined.

If my application is successful, will I be notified, and how and when will I receive the payment?

If your application is successful, you will be notified by email. The grant payment will be paid directly to your service provider after the approved service is completed and the required service completion documentation is provided by you to the SBDC.

Will I be notified if my application is unsuccessful?

Yes, you will be notified by email if your application is unsuccessful. Please remember to check your junk inbox for emails from grants@smallbusiness.wa.gov.au or add this address to your ‘safe senders’ list.

If you have not received an email from us regarding the outcome within 12 weeks of submitting your application, please email grants@smallbusiness.wa.gov.au.

Can I request a review of the decision if my application is unsuccessful?

Yes, a review process will be in place for this grant. If your grant application is unsuccessful, an applicant can, no later than five working days after the decision apply for review of that decision by the Small Business Commissioner via email to grants@smallbusiness.wa.gov.au.

In requesting a review, applicants are required to provide information supporting why they believe the decision to refuse their application is incorrect.

What happens if I get into a dispute with the service provider?

The SBDC is not responsible for resolving any disputes between Applicants and Service Providers. Applicants and Service Providers must conduct their own due diligence regarding their contract to carry out eligible services.

If direct negotiation fails, contact WA Consumer Protection who can offer advice, conciliation services, and investigate complaints about unfair business practices.

The SBDC offers support and dispute resolution services for businesses, including mediation, and can help facilitate a resolution through their case management and mediation services.

The SBDC gives no warranty that applicants will be able to resolve disputes. If a dispute cannot be resolved in these forums the parties to the dispute will need to take independent legal advice.

As the grants are given on a matched funding basis, applicants must provide funding equal to or greater than the value of an approved grant.

Eligibility criteria

To apply for a Small Business Growth Grant, applicants must meet all criteria listed below:

  • Held an Australian Business Number (ABN), without interruption, on or before 1 January 2024 and is located in Western Australia.
  • Has been registered for GST, without interruption, on or before 1 January 2024.
  • Has the principal place of business in Western Australia; and has been in continuous operation in Western Australia on or before 1 January 2024; and will continue to trade into the foreseeable future; and there are no plans, events and/or circumstances known to the applicant which would result in their business ceasing to trade.
  • Be a for-profit organisation or business (not for profits and charities are ineligible).
  • Has an annual turnover exceeding $100,000 for businesses trading and have been physically located in regional WA for at least 12 months.
  • Has an Australia-wide annual payroll of less than $4 million.
  • Have at least one full time equivalent and no more than 20 full time equivalent employees, including owners and directors.
  • Provide an unredacted PDF copy of their business bank statement demonstrating 2025 business-related transactions, a BSB, an account number and the business name associated with the application.
  • Agree to the Program Terms and Conditions.
