What service providers need to know when preparing a quote for a business applying for a Small Business Growth Grant.
The Western Australian Government is providing co-funded grants of up to $10,000 to help small business owners invest in services that will grow their business, build capability and strengthen long term success. This program is called the Small Business Growth Grants.
If your business provides services in one of the following areas, you may be asked to provide a quote to support the application of a small business owner wanting to access your services using grant funding:
- Strategic business planning
- Workforce development and planning
- People management
- Marketing and communication planning
- Digital marketing
- Market research
- Financial planning and performance

What are the Small Business Growth Grants?
The Small Business Growth Grants are a Western Australian State Government program providing up to $10,000 in matched funding to help eligible small business owners invest in expert advice and services that will help to grow their business, build capability and strengthen long term success.
Eligible small business owners can apply for the grant from 10:00am, Monday 4 August to 5:00pm, Friday 3 October 2025.

Why do I need to provide a quote?
Small business owners applying for the Small Business Growth Grants must provide a formal quote from the service provider they plan to engage to deliver the service.
What information does my quote need to contain?
If you are asked to provide a quote to support a Small Business Growth Grant application, your quote will need to contain the following information:
Your business information
- Quote number and date.
- Your Australian Business Number (ABN) and contact details.
- Your payment terms and conditions.
- The estimated commencement date for the service.
- The estimated completion date of the service.
- Details of any subcontractors (if applicable).
- The validity period of the quote.
Quote recipient information
- Business entity name.
- Business address.
Scope of work
- A clear description of each service being offered. This should include as much detail as possible and be separated out into clear, distinct services.
- A cost breakdown for each service. This should be as specific and detailed as possible and ineligible services should be clearly separated from eligible services.
- Agreed milestones and timeline for delivery.
- Information on any subcontractors involved, including the percentage of work they will undertake. (If applicable).
Costs
- Subtotal cost of services (exclusive of GST).
- GST total.
- Total cost of services (inclusive of GST).
Payment terms
The payment schedule for the services to be carried out, if the application is successful.
There should be no references to the Western Australian Government or the portion of the services to be paid by the grant detailed within the quote.
Conflict of Interest Statement
To confirm your business is an independent third party (ie. has no financial or other ties to the grant applicant’s business entity), you must include and sign the following statement in your quotation:
“This is to confirm that [Service Provider Business Entity Name] is an independent third party, and that [Service Provider Business Entity Name] has no direct connection or relationship with [Applicant Entity Name].”
Applications will be judged in part on the quality of the quotation provided.
Quotes that include evidence of key skills, knowledge and experience of the service providers will be viewed favourably.
How will I know if a quote I have provided has been successful in securing a grant?
It’s the responsibility of the grant applicant to advise you on the status of their application and whether your quote has been successful.
Can a business request a quote from me but then choose not to use my services if their application is successful?
If an applicant has successfully applied for the grant using a quote you have provided, then they must engage your business to provide the services as per the scope of the quote provided. The only exception to this is if they choose to withdraw their application.
Please note: The Small Business Growth Grants do not allow changes to the scope of services once the application is submitted. Quotes must be detailed, accurate and reflective of the services to be completed. If the quote and services completed do not align, the applicant may not complete the grant process and risk a loss of funding.
If the applicant is successful, how will I be paid for the services?
The Small Business Growth Grants is a matched funding program.
The State Government, via the SBDC, will pay for 50 per cent of the cost of the services you provide, up to $10,000, once the grant applicant has submitted the service completion form, provided satisfactory evidence that they have paid their co-contribution, provided satisfactory evidence the service has been completed, and you, the service provider has completed the SBDC Supplier Creation Form.
The grant applicant will be responsible for payment of the remaining balance for the services provided, including any upfront costs.
The SBDC will make a direct payment to you, as the service provider, following confirmation from the approved applicant that the services has been delivered, and the approved applicant has met their co-contribution requirements.
To receive the payment from the SBDC, you will be required to register as a supplier with our agency. A link to register will be provided to you by the grant applicant if their application is approved.
I will need to use subcontractors to help me deliver the service, how will they be paid?
Small Business Growth Grant funding is provided as a single payment to the service provider that issues the quote to a successful applicant. If you engage the services of subcontractors to help with the delivery of service, you will need to coordinate payment between your business and the subcontractor.
If an applicant is successful, when does the service need to be completed by?
If the application is successful, the approved service must commence within a month from the grant approval and be completed within six months from the grant approval.
Do I need to provide proof that I have completed the service?
The grant applicant will need to submit a Service Completion Form and provide evidence that the quoted service has been completed. Guidance documents on how to provide this evidence will be provided to successful grant applicants.

Is there a limit to how many quotes I can provide to grant applicants?
A service provider is limited to providing five supporting quotes to Small Business Growth Grant applicants.
I have a question about being a supplier for a grant applicant, who can I contact?
You can email grants@smallbusiness.wa.gov.au if you require clarification about your obligations as a service provider under the Small Business Growth Grants program.
Please note: the SBDC cannot provide guidance regarding commercial arrangements, such as payment schedules and interactions between your business and the grant applicant.
What happens if I get into a dispute with the applicant?
The SBDC is not responsible for resolving any disputes between grant applicants and service providers. Applicants and service providers must conduct their own due diligence regarding their contract to carry out eligible services.
