WA small businesses can apply for a rebate of up to 50% off the cost of a new or upgraded internal CCTV installation, up to a maximum of $2,000.

The CCTV Rebate aims to reduce crime and empower Western Australian retail and customer facing small businesses to take a proactive approach to crime prevention by supporting the purchase and installation of hard-wired CCTV systems, that will help to:

  • Protect people: Create a safer working environment for staff and customers.
  • Protect property: Prevent theft, vandalism, and break-ins before they happen.
  • Preserve evidence: Provide clear video evidence to local authorities when incidents occur.

There is a limited pool of funds available and so not all applications will be successful. The funding distribution for this program has been designated at 75% for metropolitan applicants and 25% for regional applicants.

Step 1

Review the program information

Read the information on the this page, including the Eligibility Criteria, the Terms and Conditions and the Frequently Asked questions before applying.

Step 2

Complete an Application for Pre-approval

Before installing the system, you need to complete an Application for Pre-approval and wait to receive your formal Pre-approval email.

To apply for Pre-approval, you will need to provide:

  • Property details, including a current photo of the front of your business premises.
  • If you are not the registered owner of the premises, you will need to submit a letter of approval from the owner or property agent.
  • A quote from a licenced installer showing the specifications of your system. There are many security companies and installers that will be able to provide you with a quality CCTV system. Speak to them about options for your property, and how much you are able to spend. Make sure you let them know the minimum technical requirements as part of this program. The SBDC recommends obtaining two or three quotes to keep prices competitive. Quotes must be dated after 6 October 2026.
  • The quote must be a valid quote and include:
    • the minimum requirements of the internal CCTV system as follows:
      • Hard wired cameras with at least one camera covering the customer entrance and point of sale
      • Minimum 5-megapixel resolution on all cameras
      • Recording device with a minimum 3-terabyte hard drive
      • Infrared or low-light capability for night-time recording
      • Time and date stamp displayed on all recorded footage
      • Video footage must be exportable in a standard video format via a portable storage device (e.g. USB).
    • The Security Installer/Agent/Consultant Licence number and full name. 
      Please note, a Security Agent/Consultant can quote your system for pre-approval, however a Security Installer Licence Holder must install your system.
Step 3

Application review

The SBDC will review your application and let you know if you have been successful or not in applying for the rebate. Your application must include all the information detailed in Step 2, including a valid quote.

DO NOT PROCEED with the installation without receiving the Pre-approval email confirmation.

Step 4

Proceed with installation (once Pre-approved)

If you are eligible, the SBDC will send you an email confirming your funding pre-approval. Then, you can proceed with the CCTV installation.

The email will also contain all the required details for you to apply for the 50% rebate.

When you have received the formal pre-approval email confirmation:

  • Inform your chosen licensed security installer.
  • Arrange for your installer to install your CCTV system within 60 days from the date of the pre-approval email confirmation.
  • Pay for the services and remember to get a copy of tax invoice with the CCTV technical specifications listed and proof of payment within 60 days from the date of the pre-approval email confirmation.
  • Complete the online WA Police Cam-Map Form with the details of your CCTV system and property location. Save the confirmation email received from WA Police.
Step 5

Submit the Service Completion - CCTV Rebate form

Review your pre-approval letter to ensure you have the required information ready to upload. Complete and submit the Service Completion - CCTV Rebate form, using the link included in the pre-approval confirmation email, within 14 days of the installation. This email will also contain information about how to claim the rebate.

Eligibility and terms and conditions

Eligibility

To be eligible for this rebate, your business must, at the time of application and for the duration of the submission:

  • have less than 20 employees (by headcount*);
  • be operating, and have an active ABN^;
  • be registered for GST^ (as per your ABR record);
  • must be a retail or customer facing business in Western Australia^^
  • not be insolvent, in administration, strike-off or have owners/directors that are currently bankrupt or undischarged from bankruptcy, or unresolved grant acquittals^; and
  • not be a subsidiary of a group of companies that has 20 or more employees in total^.

* Headcount includes all full-time, part-time, and casual employees. The headcount includes anyone who receives a salary or wage from your business. The following are not included in the headcount:

^ Your business must maintain this eligibility for the duration of the grant funded project. 

^^ Operating as a commercial enterprise that sells goods or services directly to individual customers for personal, household, or everyday use from a physical storefront, or service location.

To be eligible for the rebate, applications:

  1. must be complete;
  2. must be submitted through the SmartyGrants platform;
  3. must be submitted by a Responsible Person with a direct link to the business; a Responsible Person includes:
    1. owners, business partners, directors, senior employees (manager or higher), trustees, office bearers or company secretaries of the applying business; and,
    2. must be located in Australia.
  4. cannot be submitted by a third party, nor can the application be submitted on your behalf by a third party. Third parties include business and financial advisors, e.g. accountants, or suppliers in your application;
  5. must align with the aim of the program.

Terms and conditions

  • The CCTV Rebate is applicable to newly installed internal CCTV systems or upgrades to the existing internal CCTV Systems installed after receiving pre-approval from the SBDC.
  • The CCTV System must be installed at a retail/customer-facing property by a current Security Installer Licence holder and must be a registered business with a Security Agent Licence in accordance with the Security Related Activities (Control) Act 1996.
  • The CCTV System must be installed in accordance with the Surveillance Devices Act 1998. The camera field of view must not overlook neighbouring private property such as backyards, view of windows, etc. An Applicant must inform its neighbours if their property or activities are visible in the camera’s field of view.
  • The CCTV System must have:
    • Hard wired cameras with at least one camera covering the customer entrance and point of sale
    • Minimum 5-megapixel resolution on all cameras
    • Recording device with a minimum 3-terabyte hard drive
    • Infrared or low-light capability for night-time recording
    • Time and date stamp displayed on all recorded footage
    • Video footage must be exportable in a standard video format via a portable storage device (e.g. USB).
  • The CCTV System must be registered with the WA Police Force State CCTV Register Cam-Map WA prior to submitting a claim for payment.
  • The Video footage must be exportable in a standard video format via a portable storage device (e.g. USB) and the applicant agrees to provide footage to the WA Police when requested by the WA Police.
  • The SBDC will make a once off CCTV Rebate. The payment may be up to 50% of the cost excluding GST for the installation of the internal CCTV System. Such payment will however be limited to $2,000.00. The final rebate amount will not be more than the pre-approved amount if installation cost increases but may reduce if the installation cost is less than the submitted quote amount. The CCTV Rebate amount will be determined by the SBDC at its sole discretion.
  • Within 60 days of the SBDC’s pre-approval, the CCTV System must be installed in accordance with these Terms and Conditions. All required documentation should be submitted to the SBDC within 14 days of the installation completion.
  • The CCTV System must be fully paid for, and all forms must be completed in full before the CCTV Rebate payment is made.
  • The CCTV System must be kept in working order.
  • If the Applicant is not the property owner, the property owner or agent must give its written consent to have the CCTV System installed before the Applicant applies for a CCTV Rebate. This consent must be provided with the pre application.
  • One application only per Retail/Customer facing property will be considered.
  • Applicants must not be insolvent, in administration or strike off, or have owners/directors that are currently bankrupt or undischarged from bankruptcy, or unresolved grant acquittals.
  • The SBDC may at its discretion approve or refuse an application for a CCTV Rebate for any reason it thinks appropriate.
  • The SBDC reserves the right to cancel CCTV Rebate arrangements at any time if the Terms and Conditions have not been met and recover any payments made to the applicant.
  • The SBDC is not and will not be liable for any costs incurred or loss suffered by the Applicant in relation to the installation of a CCTV System.
  • Applicants must:
    • Tell staff and new employees in writing about the surveillance devices.
    • Clearly explain the expectations of staff in the workplace and their responsibility for upholding the organisation's privacy obligations.
    • Ensure all cameras are clearly visible and place signs at every entrance to let staff and customers know about the surveillance.
    • Not install cameras in private areas such as fitting rooms, shower areas, toilets or change rooms.
  • If requested by the SBDC or an authorised third party, applicants must participate in an evaluation interview or survey.
  • Applicants must participate in an audit of the CCTV installations, which will be conducted by the SBDC or an authorised third party, and which may include a physical inspection of the CCTV system and cameras.
  • The applicant must retain records for a period of 12 months after the rebate is paid to verify that it satisfied the eligibility criteria for the rebate under the program and submit those records on request by the SBDC or an authorised third party.
  • Applicants must abide by all legal and statutory obligations as apply in the State of Western Australia.
  • Local, State, and Federal Government properties are not eligible for funding.

Definitions

Applicant means a person making an application for a CCTV System Rebate.

Audit includes investigate, examine, inspect and review.

CCTV System means an internal closed-circuit television system, also known as video surveillance.

CCTV Rebate means the rebate an applicant may be eligible for after making an application for CCTV System Rebate.

Security Agent Licence means a person holding a current licence authorising the supply of services by a Security Installer, under the provisions of the Security Related Activities (Control) Act 1996.

Security Installer means a person currently licenced to install security equipment under the provisions of the Security Related Activities (Control) Act 1996. List of current licence holders can be downloaded from the WAPOL website.

The SBDC means the Small Business Development Corporation.

Frequently asked questions

Who can apply for the rebate?

Applicants must be a Western Australian based retail or customer-facing business with an ABN and meet all the eligibility criteria. Meeting the eligibility criteria does not automatically entitle applicants to assistance under this program.

How will applications be assessed?

Applications will be assessed on a “first come” basis. This means that the date and time of submission of a complete application will determine its place in the assessment queue. There is a limited pool of funds available and so not all applications will be successful. Of the total funding available, 75% will be distributed to metropolitan applicants, with the remaining 25% distributed to regional applicants.

What is a complete application?

An application must be complete to be placed into the assessment queue. This means that the application must be submitted with all the required information and documents. Complete applications will be prioritised for the rebate.

What if my application is incomplete?

If you submit an incomplete application, i.e. your quote is not a valid quote, your application will not have a place in the assessment queue.

If your application is incomplete, you may receive an email from the SBDC seeking further information, however this request will be wholly dependent on the volume of applications. If the volume of applications is high, complete applications will be prioritised.

Should you receive a request for further information from the SBDC, you must provide the information within five (5) working days.

What is the closing date of the program?

When the funding target is reached the round will close. Any applications that are in progress will be saved and the applicant will see a round closed message when they click submit or the form is saved and they will be unable to submit an application.

Submitting ‘placeholder’ or ‘dummy’ documents to bypass the assessment queue will result in your application being declined.

What do I need to apply?

  • Review the SBDC website and CCTV Rebate Scheme - Terms and Conditions to check eligibility.
  • If you are not the property owner, obtain written permission from landlord or property agent.
  • Obtain quotes and submit your application.

What is a valid quote?

What permissions do I need from the property owner?

If the Applicant is not the property owner, the property owner or agent must give its written consent to have the CCTV System installed before the Applicant applies for a CCTV Rebate. This consent must be provided with the application for pre-approval.

How much rebate can I get?

You can claim 50% (up to $2000) of the total cost of a new or upgraded CCTV system (excluding GST).

Can I apply for more than one rebate?

Yes, however the rebate is restricted to one per Retail/Customer facing property. Only one property per application is allowed.

What are the minimum requirements of the system?

The minimum requirements of the internal CCTV system as follows:

  • Hard wired cameras with at least one camera covering the customer entrance and point of sale
  • Minimum 5-megapixel resolution on all cameras
  • Recording device with a minimum 3-terabyte hard drive

Why can’t I install a wireless CCTV system to receive this rebate?

Although wireless CCTV systems offer advantages such as easy installation and portability, it's important to consider several disadvantages:

  • They rely on a continuous internet connection, and any interruptions can lead to loss of footage
  • The signal range of wireless systems is limited
  • There is a potential risk of hacking, allowing unauthorised individuals to access your footage
  • Forgetting to recharge the batteries can make the cameras non-functional.

Am I eligible to apply for a rebate on a CCTV system I have already installed?

No, the rebate can only be applied to new or an upgrade to an existing system where all conditions are met.

Is there a brand of CCTV system you suggest buying and where should I buy it?

The choice is entirely yours, allowing you to select an option that suits your budget. We cannot endorse one brand over another. However, it is important to note that the system must be provided and installed (hard wired) by a registered security company holding a security agents' licence, and meet the minimum requirements of the program.

Does the SBDC have approved installers?

No, but the installer must be a licenced security installer. Western Australia Police Force manages a list of current Security Installer licence holders.

Can I install myself?

No, the system must be installed by a Class 2 licenced security installer to ensure the CCTV system is installed in accordance with the Surveillance Devices Act 1998 and Privacy Act 1988. This requirement still allows businesses flexibility in their purchase, as the system does not need to be supplied through the installer.

What is a licensed security installer and where do I find one?

A security installer is someone who holds a class two licence and is paid to install, maintain or repair items of security equipment. WA Police hold a list of all current licence holders. When approaching CCTV installers, please ask for their security license number.

What is a Class 2 licenced installer?

This licence authorises the installer to install, maintain and repair security equipment controlled by the Security and Related Activities (Control) Act 1996. This licence does not apply to installers of security equipment in vehicles, vessels or aircraft.

Under Regulations 27, security installers are divided into 4 classes:

  • Class 1: Install, maintain and repair safes, vaults and locks of a kind prescribed in Regulation 6
  • Class 2: Install, maintain and repair security alarms, closed circuit television for security purposes, equipment and devices prescribed in Regulation 8
  • Class 3: Install, maintain and repair security doors as prescribed in Regulation 7
  • Class 4: Install locks of a kind referred to in Regulation 6.

Security Installers who are self-employed or subcontracting working under their own ABN must hold their own Security Agent's licence.

How will I know that I’ve been pre-approved or not?

The SBDC grants team will notify all applicants by email, whether successful or not.

Why do I need to be pre-approval before installing my CCTV system?

The SBDC will check your eligibility to receive a rebate before you install your system.

Once I have pre-approval, how long will I have to install?

You will need to install your CCTV system within 60 days of receiving pre approval and submit all required documents within 14 days of installation.

I’ve paid $2,300 excluding GST for a CCTV system, can I claim the full $2,000 rebate?

No. Your rebate is up to 50% of the total cost excluding goods and services tax (GST) of the product and installation costs, up to a maximum of $2,000 excluding GST. In this instance you would be eligible for a $1,150 rebate from the SBDC. The provision of grant funding is not considered a taxable supply and therefore GST is not applicable. All costs associated with the project must be excluding GST.

What do I need to provide to the SBDC to get the rebate AFTER pre-approval?

After receipt of your pre-approval, you can commence the installation, pay for the services and remember to get a copy of tax invoice with the CCTV technical specifications listed and proof of payment within 60 days from the date of the pre-approval email confirmation; complete the online WA Police Cam-Map Form with the details of your CCTV system and property location; submit the confirmation email received from WA Police. Please refer to your pre-approval email to confirm the information required.

Do I have to register the cameras with WAPOL and give access to WA Police when requested?

Yes, you must register your cameras with WA Police Cam-Map and give footage to WAPOL if requested. This database assists WA Police to investigate incidents and improve community safety

Why do I need to register my CCTV with WA Police?

The database supports WA Police in locating CCTV cameras during investigations. Additionally, it can be utilised by emergency services and public security organisations to enhance their response capabilities in emergency situations.

Will the Police and/or Government have remote access to my cameras?

No. Your CCTV system is installed in your own premises. Should WA Police wish to access footage for evidence, they will request this from you.

What if I refuse to provide CCTV footage to the WA Police?

According to the Terms and Conditions, if the requested CCTV footage is not provided to WA Police, the SBDC reserves the right to recover any payments made to the applicant.

What are the requirements around installing CCTV cameras in retail premises?

Retail shop requirements for CCTV in Western Australia are governed by a combination of state surveillance laws, federal privacy principles, and physical boundary or licensing rules.

In most circumstances the following applies:

  • No Private Areas: Cameras must never be placed in areas where people have a high expectation of privacy, such as fitting rooms, toilets, or staff change rooms. Doing so violates the Surveillance Devices Act 1998 (WA).
  • Audio Recording Restrictions: Recording sound is strictly regulated under WA listening device laws. Capturing private conversations without the explicit or implied consent of all parties is illegal; most retail systems disable audio entirely.
  • Transparency and Signage: Best practice and general workplace transparency dictate that you display clear signage at customer entrances and throughout the shop notifying staff and patrons that video surveillance is active. If your business turnover exceeds $3 million or handles sensitive data, you are bound by the Privacy Act and Australian Privacy Principles to notify individuals.
  • Camera Angles: Intentionally recording neighbouring properties or public footpaths beyond what is strictly incidental to your entrance is prohibited.
  • Licensed Installers: In Western Australia, installing, maintaining, or repairing security CCTV systems requires a valid WA Class 2 Security Installer licence. 

Please ensure you confirm what is legally allowed for your business.

How do I manage the CCTV footage and manage the stored data?

Footage must be kept in a password-protected, secure location to prevent unauthorised viewing, copying, or tampering.

Will the CCTV system installations be audited?

Yes. It is anticipated that some installations will be subject to audit by the SBDC or an authorised third party which may include a physical inspection of the CCTV system and cameras.

Why are PDF copies of the documents required?

To assist in validating the eligibility of the application and to protect the program from fraud, it is important that unredacted PDF copies of documents are provided, which includes a copy of the most recent business bank statement for the account into which the rebate would be paid.

Where a PDF document is requested PNG, JPGs and word documents will not be accepted.
